  For almost 30 years, Victory Park, which was once the most popular holiday destination for locals, has become unattractive, because it has not been possible for a long time to allocate funds from the city's budget to maintenance of the park area.
  
  The situation began to change in 2015, when the decision of the Executive Committee of the City Council transferred the garden to the balance of "improvement" KP, and in 2016 - work began on preparing direct assessment documents, which were implemented by the private institution "SERVISINVEST".
  
  According to the Deputy Head of the Department of Home Housing and Community Services Yulia Yandovich, in December 2018, LLC LLC from IWC received a positive report from an expert in the project documentation project: “Reconstruction of the park monument and garden art (Victory)”, and in January 2019 An open tender for the procurement topic has been announced, which has been won by utility company Elizabeth.
